Additions to package Ada.Command_Line

I written these packages as a tool for handling named command line arguments. I prefer this style to the indexed arguments in Ada.Command_Line, but I feel that I still haven't got it exactly right.

I have used these packages for quite a lot of programs by now, and they seem to work correctly. Please write me if you find errors or problems, or if you have suggestions for improvements.
